Attorney
JAIME ANTONIO MONTERO BATISTA, graduated from the University of Panama in 1993. He has the following postgraduate degrees: Master’s Degree in Commercial Law from Santa María La Antigua University, 2006, Diploma in Teaching Competence in 2007, Diploma in Modern Procedural Systems with emphasis on the Accusatory System of 2009, and Diploma in Constitutional Procedural Law and Guarantee Institutions, of 2015; all from Universidad Latina de Panama. In addition, to pursue doctoral studies at the Universidad del Rosario in Argentina.
His professional experience began in the Public Ministry, in 1984, in ascending order, he held numerous positions, among them: clerk and Senior Official in the Third Superior Prosecutor’s Office, and Senior Official, Secretary, Assistant Circuit Prosecutor, Superior Prosecutor’s Office and Delegate Prosecutor’s Offices of the Attorney General’s Office, Municipal Ombudsman in the Districts of San Carlos, Arraiján, Dolega and Panama, Circuit Prosecutor in the Province of Chiriquí and Panama.
He has also held the position of Legal Advisor in the Ministry of Public Works. In this position, he was in charge of the legal matters of the Administrative Concessions Contracts of the North and South Corridors.
In 2003, he was Legal Advisor to the Truth Commission and in charge of the legal direction in the last months of the institution’s existence.
He held the position of Deputy Director of Passports in 2011.
He was Legal Advisor to the Ministry of Government and Justice from 2012 to 2014.
As a Lecturer, he worked since January 1999, at the Universidad Latina de Panama, teaching the chairs of Human Rights, Constitutional Law, Criminal Law and Criminal Procedure, for 22 years, in addition to providing chairs for Bachelor’s and Master’s degrees in other Universities of the Country.
In the Judiciary, since 2002 he held the position of Substitute Judge in numerous courts of the First Judicial District, both in the Civil and Criminal Branches.
In his private management he has served as a link in Criminal and Civil Law throughout the country.
